Students to design, launch and operate state satellite

Middle school students make top scores

"Gifted students typically score at the ceiling, the top, on achievement tests," Swisher told school board members. "Therefore, growth cannot be measured. It's analogous to using a yardstick to measure the height of a child who is already over three feet tall."…"For gifted children, above-grade level tests supply more information as they provide a higher ceiling, a better yardstick so to speak, to measure growth and achievement," she said.
